If the owner(s) of the apartment has been fined it is highly likely that he/she was ordered to either have the asbestos sealed (made safe) or removed by specialist asbestos removal contractors. The USA government are very stringent on asbestos in public buildings and have stricter laws concerning this. Whereas in the UK, thousands of buildings contain asbestos but our government tends to regulate it rather than have it removed.
It is not your responsibility to call out an asbestos contractor to inspect the apartment. Whoever owns the building at present is responsible. Contact the owner of the building and tell them that you want some reassurance that the apartment is free of asbestos and safe to live in.
My gut feeling is though – is that the asbestos was unsafe – as there was a law suit – and therefore, would have been ordered to be removed by law.
